Flossmoor Mayor Paul Braun is onboard with our popular video Q&A segment, but first, we need your “Qs.”
For those of you still unfamiliar, several weeks ago, Patch asked readers for questions to present to Homewood Village President Richard Hofeld. After narrowing down the submissions by vote, we presented them to Hofeld and he answered in a video response.
Well good news, Flossmoor. Mayor Paul Braun was kind enough to agree to respond to your questions, as well. For the rest of the week, we want to hear what questions you may have for the mayor. Submissions will be collected from Patch comments and the H-F Patch Facebook page, and then you'll vote to narrow them down. Once that’s done, we’ll take care of the rest!

Now, I don't own a truck, but what is the deal with not being able to park a truck in your driveway? That if you own one, it must be in a garage? What's going on with the plot of land in downtown Flossmoor that's been vacant for so long? The Flossmoor Metra station is literally falling apart. Between the platform crumbling and trees constantly falling on the parkside (which no one cuts up and moves out of the walkway for weeks, if ever) what can be done?

The truck law is one of many laws that are Flossmoor needs to repeal! Flossmoor has so many overbearing ordinances and they seem to just add more every year. Flossmoor is a great town but for it's citizens to be ok with the VERY HIGH taxes we should have the freedom to do things like park a pickup truck in our driveway or have more than three animals!

What can you tell us about the parcel of land on Vollmer prospects of being developed? Who in the village is working on this long term project and can the Village encourage/impose by zoning changes, future construction meet environmnetal sustainability criteria?

I know that the village can be obsessed with leaving tickets for peeling paint and other minor violations. Even then the village falls down in doing that when I read about the vacant house on Elm in Flossmoor Hills. But, what is the village doing to make our village safer? Flossmoor's reputation for its concern for the safety of its citizen should be its driving force not just enforcing minor ordinances.

With regards to the house on Elm, I'd like to clarify that the village has issued a barrage of citations against the homeowner. Unfortunately, that was not enough to spur him into fixing up the property. The village is currently pursuing demolition. Mayor Braun said a complaint should be filed sometime within the next week or so.

I just got the newsletter from the village a week or so ago, they said August is when it should switch over and it should be reflected on the September bill. (That's off the top of my head...the village website likely will say...)

Let's not forget that the young village manager has in her short tenure been on extended leave three times. During these lengthy periods, Mr Finn has acted as village administrator without the benefit of the manager's hefty compensation or title. Should the village manager find another job while on leave as she has done previously, isn't it good to know there will be continuity of management from a long-time, experienced professional like Mr. Finn?

Ditto that Mike. “Patrick” Finn has iron grip control of this community; it’s his way or the highway, disrespectful of not only to our residents but with the village employees and our elected/ appointed officials. With all of his years as assistant manager, I find it interesting he was not appointed village manager after Glassford stepped down.

1. Why can't the corner of Vardon and Dixie be repaired so it doesn't retain water every time there is precipitation? Especially in the winte,r the entire corner turns into an ice rink. I have seen many a car slide around on it.
2. Why doesn't Flossmoor offer leaf pickups in the fall with all of the trees in our community? Many surrounding suburbs are offered this.

That corner is also a huge traffic hazard. It is nearly impossible to safely turn on to Dixie because the bushes block your view of traffic coming from the north. It is a major accident waiting to happen.

This is an antiquated ordinance going back to the days before dryers existed. Something should be done to allow a "solar powered clothes dryer". After all, aren't we all about being Green?

I got an email from Flossmoor Village Manager Bridget Wachtel that sheds some light on this issue. There is NO village ordinance prohibiting clotheslines. HOWEVER, residents CAN enter into homeowner association covenants to establish more regulations. Such as the case in Heather Hills where clotheslines have indeed been prohibited.

maybe if our water rates weren't so darn high we could afford to not have to line dry clothes!! Work something out with the water rates!! Also, clothes lines don't look like housing projects. It gives people an option to be more green and not have to run a dryer for something that doesn't need it. I agree that Flossmoor is a nice community, but some of the stipulations are ridiculous. I moved here a year ago and have had several "ordinance" issues come up that I have had no support from the village on. Most of them were "outdated things" still in effect.

Is there a plan in the works with school district 161 to repair the horrible drainage problem in the parking lot of Parker Junior High. Everytime there is a heavy rain, the parking lot floods so badly, that the busses cannot enter the lot and the students have to find their respective bus on school street. This is not safe at all. Not to mention, some of the staff have suffered water damage to their vehicles.

Yes. The PJH parking lot re-do is part of a multi-year paving project for the District. Flossmoor Hills, Serena Hills, and Heather Hill have been completed. Western is finishing up this summer and PJH is next.

Has any of Flossmoor’s administrative staff and legal counsel actually completed any of the certification training requirements by International Code Council (ICC) to enforce and adjudicate our newly enacted building/fire codes ordinance for both residential and commercial properties at this time? ICC certification attempts to insure that you are qualified and knowledgeable in all 39 code classifications (plan review, structural, electrical, fire plans examiner, plumbing etc.). Will all contractors/trades working in our village require proof that these certification guidelines have been satisfied as recommended? Will Flossmoor’s existing, now out- dated building codes, some of which date back to the 60’s, be removed from our ordinances as to avoid any confusion? If our staff has not met the ICC certification criteria, will we have to outsource these services? Has anyone actually read these volumes of code books and is there still time to re-exam/reassess the newly adopted codes and see which ones really suit our little village needs.

I agree with this. I think it's ridiculous to have to go sit in the library (which I have done several time) Honestly, 2 out of the 5 times I have gone to look at it they weren't sure where the binders were. They need to be more accessible if you have such high expectations for people following them.

I have to thank the village of Flossmoor for fixing the rough streets in Heather Hills. The rugged surface was causing stress to the resident's vehicle tires, which is a concern to us residents. Very much appreciated :-)

I would like to raise the question with the Mayor and Village Board about the Sewer Tax that is part of our water bill. As it is, we are charged a sewer tax on water used each month ( or quarter) of the year. As I am sure all are aware, much summer water never makes it into the sewers and is used for outdoor watering, yet we still must pay a sewer tax on this water. Many communities have adapted a more equitable approach. They take the 'Winter" 6 months (Nov-April) or the Winter quarters, and charge the same sewer tax for the Summer months. I would hope that the Village would look into adopting a similar police so that we are fairly taxed on the water we use that is returned to the sewer system.

I have a question regarding the Flossmoor Police Department, why don't they have at least one or two K9 units? More than a year ago the Supreme Court ruled that if a police K9 dog alerts to the presents of drugs that car can be legally searched. I am a police officer with another town which is why I know we have more drugs moving through Flossmoor today than ever before and those drugs are ending up at HF, our other schools and in the hands of our children! Why not do everything we can to ensure the safety of our children, making it as hard as possible for drug dealer to enter our town?
To expand on why drugs are so prevalent in Flossmoor, consider that Vollmer, Kendzie and Governors all crisscross our town. These lead to towns with much bigger drug problems, often where drugs are sold on the street on a daily basis. Those drugs must be transported to their final location and I can guarantee you, drug runners know which towns don't have K9 units!
Finally I would like to make it clear that many towns require their K9 units to fund themselves with great success! Residence of Flossmoor please weigh in on this, ask questions, I would love to dispel some myths people have about police K9 units and further explain why this is a much needed improvement!

No Homewood does not have a K9 unit but Olympia Fields and Chicago Heights does! This is well within the purview of the Mayor and I think it's something that could greatly benefit our community.

Please give us an explanation regarding the new downtown lights. Will it be saving money? I have heard many questions about the expense of the lights/installation and I’m not sure how to answer. Maybe spending some money on general Village street lights would be an understandable expense in addition to lowering our potential for increased crime rate.

What is the Village of Flossmoor doing to lower the extremely high property tax burden for homeowners? The property taxes are a huge obstacle when trying to sell a home in Flossmoor and it is causing Flossmoor to have a high foreclosure rate. This just leaves vacant homes.

I could not agree MORE! I'm paying so much in taxes I could buy a new BMW every year! The problem with vacant homes is, it leads to squatters, property damage and eventually violent crime! We live in a great town but the lowering of taxes would allow more people to move into currently vacant houses and prevent many problems!

What is the overall plan behind all the tree removals? A tree was cut down in front of my house a few weeks ago. There was no communication. Are they going to grind out the stump? I also heard that the village used to split the cost of planting a new tree. Is this offer still available?

@Torcase, they cut one of ours early in the Spring, they came out a few weeks later and took out the trunk. We had to plant grass in its place. If you want a tree they offered them earlier in the year and a decent price...not sure if they will offer them again.

I would like to know the plan as well, and to know what the policy is on notifying homeowners when trees in the parkways will be removed.
Seems like common courtesy to me, to contact residents when trees in front of their homes are about to be removed.

What's up with all of the beer cans up and down Sterling. It is obviously the same person and it has been happening for years. A drunk driver just waiting to kill someone. I have noticed unleashed Pitt Bulls in Heather Hill. Do we have a fence or leash law? I know Pitt Bulls are friendly dogs unless abused, but sheesh.

I second Phil's comment. I have been picking up Ice House cans, miniature liquor bottles and Hooters garbage for many years. Several neighbors have identified and reported the individual. We have seen him swerve towards the opposite side of the road to throw his garbage into the trees.

This may seem small in comparison to some of the other concerns people have, but can someone (hopefully the mayor) explain to me why our pet license are so expensive in Flossmoor? We are only allowed to have 3 pets, each would cost you $15 pet license... totaling $45/year for the pets. Homewood charges $10 for the first pet, and $5 for each one after that, and you're allowed 4 pets. You could license 4 pets in Homewood for less than it costs to register 2 in Flossmoor. Naperville is only $4 per pet. Perhaps if you charged a more reasonable rate more people would actually register their pets. I think it's insane there is such a difference between Flossmoor and Homewood on these issues.

I have been thinking about this a lot, and it really aggravates me... because you are right, a tag from Flossmoor is not going to make a bit of difference in locating my dog. Any responsible owner already has a tag on their dog with their information, and has their pet microchipped. I volunteer at South Suburban Humane Society and it saddens me to see how many pets are dropped off/turned in for various reasons. If anyone would spend a day there they would realize the importance of Spay/Neuter their pets. What about making a reduced pet license fee for pets that are spayed/neutured? $15 for unfixed pets, and $4 or $5 for those that have been fixed. It might be a small incentive for some people to do the responsible thing and spay or neuter their pets.
