Should Illegal Immigrants Be Granted Drivers Licenses in Illinois?

The Illinois House will soon take up a bill passed in the Illinois Senate Tuesday that allows illegal immigrants to obtain temporary drivers' licenses and insurance.
Half of the GOP lawmakers in the Illinois Senate voted against the bill. The measure passed, though, with a final vote of 41-14.
Senate Bill 957 would enable about 250,000 illegal immigrants who already drive in Illinois to have a chance to go through drivers testing, receive a special license good for three years and purchase insurance. That means safer roads for Illinoisans, backers of the bill say.
Officials say uninsured immigrants behind the wheel cause $64 million in damage claims every year.
Voting against the measure were Republican senators Tim Bivins, Larry Bomke, Shane Cultra, Dan Duffy, Christine Johnson, John O. Jones, Darin LaHood, Chris Lauzen, David Luechtefeld, Sam McCann, Kyle McCarter and Dave Syverson. Also voting against it were Democratic senators William Haine and Edward Maloney. Democratic Sen. Gary Forby voted “present.”
Lt. Gov. Sheila Simon, a Democrat, said the proposal is an important public-safety measure and applauded senators for approving it.
“Regardless of legal status, we need to make sure every eligible driver in our state has received the proper training and carries insurance – before they get behind the wheel,” Simon said in a statement e-mailed to IllinoisWatchdog.org.
Some of the state’s top Republican leaders came out in support of the measure — including House Minority Leader Tom Cross and Senate Minority Leader Christine Radogno. Joining them at a Tuesday news conference were fellow Republicans state Treasurer Judy Barr Topinka and former Gov. Jim Edgar.

They're already driving here and causing accidents. Would you rather they not have insurance to pay for their damage? Who pays then? We all do. Not giving them a drivers license won't drive them out. You have to deal with the problem at hand, and not wanting illegals around won't be solved by refusing them drivers licenses.

It will also make it so they have to have insurance which benfits us Americans. Many of the worst drivers are women so are you insinuating that drug testing would prevent women from purse fishing? Perhaps old people are just trying to disguise their hard core drug use. I commute daily - I cannot tell you how many times I see women looking for stuff in their car. People are smarter about cell phones now - they place them in their lap but all you have to do is look at them in their rear view mirror to know what they are doing.

"And because men are also more likely to violate laws for speeding, passing and yielding, the resulting accidents caused by men lead to more expensive claims than those caused by women."
Topping the list is the finding that men are cited for reckless driving 3.41 more times than women. Reckless driving is considered one of the most serious traffic offenses by courts since it implies a disregard for the rights and safety of people or property.

Articles aside all I have to use to support my claim is my experience driving 50 miles daily in Chicago. That and having lived through 15 years of riding shotgun with my wife and the grey hair that goes along with that. My data has nothing to do with crashes but rather people sitting at green lights, stopping 50 feet from the car in front of them, driving 40 in a 55 while talking on a phone, etc. Anyway - I guess we will have to agree to disagree - just do me a favor and try to keep your car off the sidewalks. :)

I'd also imagine that a study supported by the insurance industry might have a more vested interest in valid outcomes than a UofMich study from profs with no expertise in the insurance industry. Your study's data end in 2007: must have been a slow news day in Syracuse this month to cite a UofMich study with data from 2007, huh? There's a loophole in your state that allows them to cancel the policy the very next DAY after they get their license or car registration, without any follow-up. I worked in the industry. Throw the "so now they'll have insurance" ideal right out the window! If they do get insurance, it will be the state minimum $20/40/10K liability coverages which is about equal to zilch anyway.

Why would we even consider giving a drivers license, let alone free medical care and education? Anyone remember that you can do Motor Voter registration at the DMV? This is not a good idea and the way the media and politicians have spun this is deplorable.
Anyone who is an elected official in Springfield that works in the Senate and House should be ashamed of themselves if they did not filibuster or shot down this bill. We have way to many issues in the state economically and are not addressing the right issues.
Just look at the pension for public workers. Politicians see that there is a problem but never address the issue legislatively. Make a legislative law that states pay the pension first in all budget plans for the state and stop offering insane deals in bargaining agreements. Some of these people work hard and when you offer a pension to them, pay it and don't back out of an agreement and call them the bad guy.
Stop raising taxes
Help businesses develop here, not tax them out of here
Let people keep their money to spend for commerce or pay off bills
Let's not lose to the state to bums in springfield or those trying to live off the system.
We need to vote properly for proper persons, not popular politicians. Prosecute corrupt politicians and never let them back in to be voted on. Shame those living off of the system because they are taking away from your family.

Twenty plus years ago , before the city of Chicago cllaimed "sanctuary status" for illegals. Mayor Daley gave non-citizen parents the right to register to vote and cast ballots in LOCAL elections. . Daley claimed that even if parents were illegal they should still have input in electing school boards and park districts which wowuld raise test scores for minorities.
To date ..both the park disticts and school board trustees are non- elected appointments chosen by the mayor. And over two hundred thousand non-citizens have registed to vote.
Constitutionally one must be over 18 years of age, established residency and be a US citizens to vote in federal elections. We're talking oval office and congress now. Unfortunately there is no way of screening non-citizens ( or no effort put in place to screen non-citizens) who illegally vote in federal election .......to the point that election judges can not ask a voter if he is a citizen and legally entitled to vote. This is why we need voter ID cards .

Yes! I would prefer the patch to use undocumented immigrant rather than the dehumanizing term of 'illegal' but yes it only makes sense that people driving in our roads are required to go through the same tests as everyone else, and required to get insurance just like everyone else. People are here & they are driving whether we like it or not, and driving is a state issue not immigration or federal. The federal government must act on immigration reform and it seems Republicans understood the message after the elections, but for now the state must act and secure highway safety for all, Illinoisians!

But these illegals can get "free" medical coverage and food stamps and all these other entitlements, but because we are born here and own our home,pay taxes, etc; we don't qualify. Boy, I wish I had it so easy.

Election judges use driver's licenses to verify eligibility to vote. Motor/voter laws mean that everybody getting a license is asked if they want to register to vote. HELLOOO! Anybody seeing a problem here? Supposedly these licenses for illegals will be marked showing their immigration status but wait - there was a rally of protesters who were claiming that would violate the illegals 'rights' by discriminating against them. How about every time someone is picked up breaking the law by driving w/o a license or insurance they are checked by ICE and deported instead of being let go with a 'warning' like they are now?

SB 957 provides a Temporary Visitors Drivers Licenses meaning the license undocumented immigrants receive will say Not Valid for Identification purposes! These are also different in appearance from everyone else's licenses with them being purple instead of red. Also, they would not be able to use them to Vote, board a plane, buy a gun etc. The license does require them however to get insurance so that if they are involved in an accident their insurance can cover.

Jose, My daughter registered to vote online (https://ovr.elections.il.gov/default.aspx) and did not have to "show" her DL to anyone. All that was required was to check a couple of boxes and enter the DL number. Why would these "illegals" show up to get a Drivers License anyway?? They would be giving their names and addresses to the gov't, and now paying for insurance??? I don't see them wanting to pay for insurance and give up their anonymity... There is NOTHING in it for them...

Problems with this bill: a. the illegals are going to be very distrustful about giving out their current address to a government entity as it will increase the likelihood that they will be found, even though they are very transient... and b. they are still not going to be purchasing insurance because it is expensive and they are very poor. I just think that there is no way this is going to work like the pols think it is going to.

If they are illegal shouldn't they be deported or be forced to become legal? Not given a drivers license! If they are illegal they are most def. not paying taxes. So why should they have the opportunity to smash into my car and then get off on if?? When I was 17, I was driving in Bolingbrook. On the corner of boughton and 53 an illegal hit my car and then flicked me off and drove off. A very amazing couple followed him and the cops brought him back for me to identify him. He then tried to jump out of the cop car and attack me. My car got fixed on my dime and he got let off. Five years later I was supoenaed by the district attorney because the same guy happened to have 4 more drunk accidents after that and the last one caused a death! Why wasn't he deported after he hit my car??? The fatality that happened could have been avoided! Why is this even a question.

I have issues for both arguments. The license does allows us to now identify and track them, heck we already allow them to buy and license the vehicle anyway, we may as well make more $ on the license and make sure they know our rules (like they follow rules anyway? They are here illegally) but we all know way too many do drive without insurance which is a huge risk for all of us. I see many in the Patch police reports getting DUI's too. Being that they are illegal, in my soul as many state they shouldn't have any rights here, but the State already allows them to have rights so since that is the case let's make them follow as many rules and pay as many fees the rest of us legal residents do. What other choice is there really if the State win't punish them or deport them? This measure hopefully does protect the rest of us a bit more but I think the law should read, if an illegal is found not complying...automatic deportation or jail!!!!!

Take a close look at the Patch police reports. The vast majority of arrests are for driving on an EXPIRED license with no insurance, rather than with no license. All this would do is apply a temporary bandaid to the problem. It is the equivalent of kicking the can down the road for three years. And what part of ILLEGAL do these legislators not understand? I wish that I were born elsewhere so that I could ignore the laws of this country with support from politicians!

Illegals can get false documentation by paying about $500 at some store front. Why is that so easy? Where are the Feds on that one? Look at the number of inmates in prison......majority of them are minorities and long at the gangs in Chicago. Why do we want to make it, still, easier for illegals to enter the country. Look at Canada...getting across the border, there, is quite difficult. People need to become citizens of the US BEFORE given all these privileges....as we all did along with our ancestors. What happened to this country? Where are the morals and values? We need to decide, collectively, what we stand for and stick to it. If our government makes a law against something, all the states should stand beside them and not work around it. Let's set up checkpoints throughout the state to check for non-licensed drivers and ticket them, jail them, charge them and deport if applicable, to pay for some of the state's debt. Let's create jobs by adding more boarder patrol, that would also keep the roads safer.

I work in some of the most dangerous neighborhoods in the city, and let me tell you gangs are not comprised of non-citizens. #4 Canadian borders are the least restricted, least monitored. Immigration status is not the issue - safety and applicable tort law are the issue. If a driver has no license there is little the injured party can do for compensation or prosecution in case of an accident. As someone commented previously, getting personal information on all drivers into the state data base is very important.

The hatred and bigotry I read in these comments makes me very sad, particularly because these same types of behavior arise very generation or so with each new wave of immigrants. In the late 1970s and 1980s, the vitriol was directed at the Hmong tribesmen and Laotian refugees; since then it has been those of Middle Eastern descent and Hispanics; before that, it was the Chinese, the Irish, the Germans, the Japanese, the Italians, the Czechs, the Poles ... etc.
It's a sad reflection on our ability as a nation to learn from our history and mature so as not to repeat the mistakes of the past. People focus on the term illegal immigration today, but the diatribes are the same. Sad.

@NotBuyingIt I am a reporter. I have no strong feeling one way or the other on the driver's license issue. On one level, in terms of public safety, it makes sense; however, I understand the viewpoint that it seems to contradict the law.
I consider myself a-partisan -- meaning I have equal levels of respect and disrespect for the two political parties. Finally, I do have rather strong feelings as they relate to racism, bigotry and intolerance.
Here is another fact that somewhere along the line has been twisted and turned. Unbiased has come to be interpreted in terms of journalism as not expressing an opinion. Yet when a reporter points out a truth, historical or otherwise, those who will not accept that truth cry foul. That is rubbish.

You seem to interpret that as a bias. In that case, I would suggest all good journalists do have a bias -- for reporting truth.

Usually, the racism/bigotry manifests itself when people are confronted with facts that refute their opinions, for example, or when the individual is unable to formulate a logical, fact-based rationale for the opinion. Sprinkled throughout this thread are the telltale warning signs that racism/bigotry exists. One is the broad generalization; another is name-calling or belittling those who disagree. Sadly, some people believe these are good debate tactics when in fact they're an effective but shallow means of political posturing to promote an agenda -- effective because they push emotional buttons, shallow because there is often is little reasoning involved.

People are welcomed to our country with open arms but what happens is those illegals start to think they are entitled to benefits here without following the laws. In my world it would be simple. I would prosecute any business that employs illegals. Any illegal that is caught breaking the law they get sent back to their country. I would suggest that they follow the rules. Similarly, if a US citizen were to desire citizenship into Canada, New Zealand, or Australia there are specific laws that we would follow in attempts to gain citizenship. Yes, we would have to jump through hoops and pay loads of money...but if that was our ultimate goal, we would do what was necessary to obtain it legally. If there was not a way to legally obtain it due to a country's restrictions...then we would be unable to proceed with our plan.

Your political transparency lies in your belief that the laws of this nation vis-a-vis immigration are "unjust" based upon a person's level of wealth. Now, to your questions. The priveleged do seem to have a foot in the door vis-a-vis the underpriveleged. That being said, the justice of the immigration system
lacks not merely because of one's economic situation, but social as well. So you're partially right, the poor are impacted greatly by the injustice of the system.
Do you know what it takes to obtain lawful residence here? Do you know how many years one would have to wait before obtaining legal access? Up to ten years or more,for some people, is what it takes. Forcing people into a situation where years of instability is the only alternative to finding some source of revenue for their
family is unjust when the method finding of revenue is considered illegal.

A country has the right to regulate its borders and to control immigration.
A country must regulate its borders with justice and mercy.
Justice, or fairness, I use here as synonomous.
I think your extremism in thinking that in my saying those who have not enough to have a decent life should receive assistence and opportunity is a type of modernistic egalitarianism is unfounded.

The real issue to me is what are the politicians thinking except to get the hispanic vote! What these old guy, Democrats and mainly the changed minded, if minded at all, is that the hispanic community supports this giving licenses to illegals. To my knowledge most legal immigrants went through a hard process to become American citizens and that is because at their core they are good people, no matter what country they belong to. They simply wanted to be Americans and considered following the immigration laws, part of being a citizens of a nation that is based on contract laws. So how in the world can our Democratic and Republican leaders disrespect their efforts, they followed the process, by "giving" illegals the same rights as "former immigrants" now "American Citizens"? For sure those who are driving illegally, of any group, should be jailed! As a Republican, who is now really ashamed of our party for it's flip flops on this issue, this so called law is illegal in and of itself. So if we are going to give illegal drivers the right to drive, to work and live in this country, why don't we save money by just opening the borders and firing all the custom agents and border patrols? Mr. Taylor - I appreciate your having entered the dialogue. Many interesting points and insights are provided by your comments above. What I am interested in figuring out is how is it that these people were not already "American Citizens", especially those who have come from countries south of the border of the Untied States. Indeed, if they were born south of the border, they too are American citizens.
That aside, as a nation of laws we must realize that we are first and foremost a nation of persons. Laws are for the people, the people are not for the laws. You're certainly right in saying most of the migrants, especially from countries south of the United States, came here via a very difficult process.
As a person of strong Republican values, Mr. Taylor, I am sure you'd agree with me that we ought to support the public in embracing these values. Could we say that these values are life, family, and freedom? If so, I think that in supporting this bill we are supporting life, family, and freedom. We are supporting the flourishing of human life in that we make it more difficult for people who are merely trying to support a struggling family make it. Money is coming from their efforts, and it is directed towards the well-being of the lives in their household. The family is obviously protected in that, by not being detained and deported, they stay together. Freedom is upheld by the fact that, in purchasing insurance and claiming responsibility, damages aren't picked up by us.

Mr. Huff, the law should allow for flexibility. A gentleperson who has come here in search of the actuality of destroying the United States, is different than the person who has come here (even if illegally) in search of keeping their family alive. Amnesty, to some, is an option. Fines are another option. The option of giving some an opportunity to get in line (on the paper work) in order to have at least legal residence is another. Another option is tightening up on businesses who exploit undocumented migrants.
Somethings that are not options include the tearing apart of families that are not doing harm.
We have room for disagreement on how we provide justice and mercy, there is no room on how to commit an injustice - we just don't, can't, do that.

The overwhelming vote in favor of this foolish amendment is disturbing. None of the arguments make any sense. I lived in Germany for a year as a civilian and cannot imagine the FRG or any other foreign country considering such a measure. I guess citizenship is not a clear concept to the 44. I want to applaud Ed Maloney for his vote against the measure. One of these days the good people in Ilinois will elect public officials who understand that illegals are problematic in many ways and my family is still fighting a wrongheaded county ordinance that allowed an illegal convicted felon who killed my brother to flee.

Mr. Estrada...'Indefinite' detention does not exists, as there is always an end. Drone strikes are a neccesary evil of war and often cause less casualties on both sides than hand to hand combat would. 'Unjust deportations'? If you are not here legally, you should be removed. Fairly simple as the laws exist. Whether or not you personally find them unjust is irrelevant. They are the current laws. And lastly, I am a staunch supporter of the death penalty. My great grandparents on both sides were LEGAL immigrants who had to apply for citizenship and wait in line. they came here, learned English, worked hard, took care of their own, and truly desired to blend into the culture.
Yes...these illegals are driving the streets anyway. Having a license is not going to make them any more aware that driving drunk or speeding are bad things. If they don;t have common sense, a license won't help. It also won't guarantee insurance- but it will guarantee more costs to the rest of us for bilingual driving instructors, testers, and Secreatry of State Personnele.
Life as we know it would not stop without 'these' people in our workforce. Thousands of jobless Americans would gladly take their positions. Yep...your 'hoity toity' white folks too. And the schools would breathe a sigh of relief for smaller class sizes and less strain on taxpayers having to pay for ELL teachers and programs (and those kids get a nice small class size...ironic isnt it?). Never mind how happy the hospitals would be.
And yes...there are illegals of many nationalities. They should ALL be sent back and apply to come to this country legally.

I have been using the Naperville Secretary Of State license facility exclusively for over 12 years. During the last 8, the service at that facility has been super! When I get a plate sticker, I'm in and out of there in under 10 minutes with my best time being exactly 7! Last year I renewed my DL and was in and out of there in 22 minutes.
I'm old enough to remember when it took an hour or two minimum to get anything done in the IL SOS office. Under Ryan it was horrible! Under Dixon and Edgar it was worse! Back before photo ID, you could renew by mail and that was a cinch!
I got my licence under Paul "Shoe Box Full O Cash" Powell in 1968 so I am very familiar with how that office had been run before Jesse White. I actually voted for him and I am a staunch Republican Conservative!

Maybe the children are legal because they were born in he U.S., but if the parents are illegal these kids would not have been born here. They should not get the same driver's license as regular citizens. This license should be a permit to be legal only for driving permission. They should have insurance in their own pool of insurers, so that they can be charged rates that reflect their abilities and experience. The last thing we need is to attract scads of illegals to Illinois who will legitimize their presence with this license and may or may not then use it to get one in another state. My feeling though, is that the frequency of illegals applying for legitimate licenses will compare to that of criminals and gang-bangers who register their weapons as the law dictates.

I continue to be shocked at the ignorance of most folks in this thread. But, more than shock, I feel sadness. I'm heartbroken to see our world continue on a legacy of division, hatred, and competition. How have we come so low, engaged in this fight for survival, killing and debating one another over basic resources like a job, health care, an education, etc. I keep hearing ideas of "my kind" and "those illegals".. why? The laws of this country have changed as we as a nation have evolved. Many laws have been challenged and changed, because they were unjust--if that were not true, slavery would still be the law of the land, women would not have the right to vote, and schools would still be legally segregated. At one point, the majority felt these laws were fair . But, as a country, we have continued to learn and grow and change. Change of unjust laws is necessary, conservation of the just values is important too. So, before we panic and engage in a blind fight to defend an unjust system or set of laws, lets's examine ourselves, our values, and motivations. Let's not forget that we share, as a world, much more than we don't. We all cry, eat, laugh, feel--there is a universal code that defines us all as human.

This can be used as a method to track and control "undocumented aliens". If itis this can be a good thing.
In order to get it, the illegals should be required to provide their REAL name, address, and place of employment. Regarding auto insurance, the illegal with a license should be obligated to provide proof of insurance to the SOS office within 30 days, or be subject to arrest. We can't promise deportation, because the Obama administration refuses to enforce legitimate immigration law unless the illegal has committed a violent felony.
There is another problem here. IF we dont' require a different type of license clearly distinguishable from legitimate aliens and citizens, driver's licenses may not be considered adequate identification for entry into airports and for other legal status purposes.

If you are not illgela and have no documentation from the US you can be anyone. You also do not have to provide your employer.
As well, I seriously doubt you could enforce arresting illegals with a license and no insurance. You don;t need a car to have a license,

My cousin was involved in a fender bender last year with an illegal, no insurance. The police took him away in handcuffs. Result? Her car was fixed by her insurance company & guess what? Her insurance increased! Don't know what happened to him. Probably out driving somewhere.

I think they do deserve a chance to have atleast driver license to be able to drive without worrying that their going to get pulled over. We should atleast give them that chance. It's not about whether they are being pulled over or not. It is about giving them a path to getting insurance to pay for traffic collision's cost if it was there fault and in order to keep them from getting deported and tearing apart their family.

Just because they have insurance or the right to drive legally doesn't mean that they won't be deported. This might be the exact reason that this law was brought up for a vote in the first place. I think that very few illegals will come forward for fear of being deported. If you look at Arizona and Illinois we're heading down their path. As far as tearing families apart this is what happens when you break the laws whether that be stealing, killing or doing anything else illegal. For every action there is a reaction. Laws are in place for a reason, stand in line like everyone else did. The wheels of justice turn slowly but at least they turn.

And at time will the officer then determine that this driver is not legally living in this country? And will the officer then inform ICE? Is it the duty of a police officer to inform ICE when said officer identifies this offender as an illegal immigrant??

Many years ago, a friend and I got hurt in a car accident when the driver behind rear-ended us. My friend who was driving learned that he was from Mexico, but ended up having to pay for her own hospital bills. No one could ever find the driver or locate his insurance since, so we assumed he returned to Mexico. Imagine how much more often situations like this would arise if illegal immigrants were allowed driver's licences in the States. So my answer is no.

If he had insurance, your friend would have had the insurance of the driver who hit him pay for it (probably). That being said, if these people had licenses, they could certainly be held accountable for having insurance -something we can't do if they're not even allowed to drive legally.

My point exactly!! Why be here illegally?? I DO understand the motivation of those that break our laws to come here. I just don't feel that they are "entitled" to migrate (your word) across the border without regard for our law. Would I feel differently if I had family or friends in this situation? Probably. I believe that's why there are so many American citizens with Hispanic last names that side with those that have chosen to disregard our law, break it, and come into our nation to personally gain from our nation. Those on the other side of this issue find those of us on this side as morally deficient. Our hearts don't sufficiently bleed for those illegal immigrants. Maybe, but maybe we are the ones that would bend over backwards to help a family in need. Maybe we are very active in charity, and church. Maybe we perform service for the underprivileged. Just because we want the laws of our nation to be followed, does not make us deficient in loving our neighbor.

While we each have our perspectives and experiences tying into our opinion, we must also see (as you have) that we must recognize that particular bias and seek to find the most objective position possible. Activity in Charity is beyond the laws of the secular world. Charity presupposes justice. If there is no justice, how can you expect love?

My point exactly Keith!! Semantics!! You referenced the word "deportation" in a writing as evidence that the Church finds that action as an evil and therefore a sin. I contend that being removed from a place entered uninvited into by deceit, by subterfuge, by breaking of law, is not the same as deportation of one from his home. I submit that the spirit of that writing was about someone removed from his home/homeland/hometown and not as an administrative removal of an uninvited immigrant.

If you don't like Mexicans being here, you could stop eating, not need anything built, never eat out, never need a landscaper or snow plowed, not need a new roof, not need your trash hauled... etc. etc. and then they would all go home because there would be no work. I am not thankful that I no longer have a driveway to plow or landscaping to do because without a job I had to sell my house and move into an apartment. I cook my own food, used to do it in my own kitchen, and no I don't need a mexican to help get it onto my plate. So glad that all my years of hard work teaching my children to be good citizens, follow and obey the laws and listen to your elders are now blown to hell and back. I would like to personally thank our representatives for teaching my children that everything I have instilled in them is nothing but a farce. You have shown them that if you break the laws new laws will be made to your benefit. You don't really have to worry about what's right and wrong because along the way we'll help you even if you've broken the law. As long as you stick with us we'll let you get away with breaking whatever you want, come with pen can fix anything.
Talk about morals, values and teaching our future generations that we all must obey the laws of the land. The children can all celebrate with a big boozer, pot smoking, pill popping bash because the laws will change as long as the kids give them their votes.

Just a few more facts: The man who got the kidney transplant was brought here by his mother when he was a year old. His kidney was donated by his mother. Loyola Medical Center is donating the cost of the surgery. He has to pay for his medication and has applied for a grant from a PRIVATE MEDICAL FOUNDATION. This is not tax money out of your pocket. The guy was brought here as a baby. What is wrong with you people?

Who said anything about taxes? I was talking about medical costs. Would you like to see the bill my husband received for his stay in the hospital? Over $100,000! I don't care that he was brought here as a baby. Why doesn't he have medical insurance? Maybe then, the legal citizens wouldn't be paying so much for insurance. The illegals are a drain on our economy, don't you understand that? On TV it didn't say anything about his applying for a grant, it said he would get his prescriptions FREE for a year. It is very heart-warming that this man received this kidney transplant. No person should have to suffer, or face death, because they can't affort treatment. Unfortunately, our great country hasn't figured out a way to administer programs for those in need without corruption, waste, laziness, and mismanagement tarnishing the wonderful THEORETICAL foundation that these programs were developed upon. You can't squeeze water out of a rock. Most of these programs look, sound, and feel fantastic and "warm and fuzzy" on paper. However, in the harsh light of reality, the execution and results never live up to the vision. And millions upon billions upon trillions of dollars are down the drain. I wish all the voters who put Obama in office would start standing up and demanding that he put an end to the waste, corruption and greed that puts all of the "good" entitlement programs on the road to failure!!! My own parents legal citizens in their late 80's , paying for Medicare and medicade, taking numerous prescriptions can't even get help with their expensive bills. One prescription cost 300.00 a month once he reaches a point it's no longer covered for the year. Same as for my mother. Even with insurance and all their pills , they pay out almost 4,000 a year between them, so where's their grant. We tried everthing and were told no help! Also thanks to Gov. Quinn ending circuit breaker for the elderly , my parents don't get any help from the State. So my parents get the shaft and the illegal's get the rewards of being illegal. F this Country already.

I didn't make it through all the comments but I did see a lot of people very focused on this word "illegal". It is not acceptable to equate "illegal" with "immoral" as so many here seem do be willing to do.
Everyone in this country has broken an American law at some point. I do not find it believable that there is someone who has not broken a traffic law, or a littering law, or loitering, or riding your bike in the wrong place law. To be condescending on the value of this one face of "illegal" is really inappropriate.
The immigrations laws of this country have been changing since the US was formed, they have not been consistent and as such cannot be said to have any firm moral basis (such as laws against murder and rape and robbery which have always been illegal).
Each wave of immigrants has faced issues of racial or cultural prejudice which made moving here difficult, but each wave has pursued their dream. At each time, the government has backed these prejudices with bizarre immigration laws. In the early 1900's a woman actually had to give up her American citizenship if she married a Chinese immigrant!
In the current time, it is exceedingly difficult to become a legal immigrant from Mexico. If you look into the laws there are 3 ways that you can get a visa from certain countries (such as Mexico) which do not qualify for a "diversity" lottery and have no other visas allotted.

You can marry a US citizen, give a million dollars to a US company, or be very well educated and have an American business say that you are the only one for a particular job.
Even to get a business visa you must prove that you have a family and house in Mexico and have no motivation to move to the US. I have heard of families requesting visas to come visit disneyland and everyone but the mom gets one.
Since there is no way for 98% of Mexican citizens to get a visa to come here legally and since the US is clearly a better place to live and very close (requiring only a life threatening multi-day desert hike with no food or water to get here). A lot of people risk it for a chance at a better life.
Do these people threaten the American economy? I don't believe so. How many small businesses run by Americans depend on illegal immigrant labor to stay in business? How many people can afford home cleaning or lawn care, or home improvement projects because there is an illegal immigrant there to do it?
If the visa process was reformed to provide temporary work visas with conditions for good behavior and learning English, this "illegal" problem would be vastly reduced.

I think that there is a pretty clear difference between robbery and an immigration violation, which is actually the point of my entire post. Just because something is illegal doesn't mean it's immoral.
How about if you leave your gate open on your property and then some guy comes in looking for work (because his friend did it last year) and you're like, you're here, how about I pay you to mow my lawn and clean my dishes? Then your wife comes home and kicks him out for being there illegally. Was he immoral for entering your property, even though it was illegal?
This would be much better parallel to the actual immigration situation. We have blocks to immigration that are not well enforced and very randomly decided and then reward those who subvert the law with jobs and then hate them for doing it.
Your very brief statement about economics is a much more logical argument to pursue, but you offered no reason for your opinion on the matter.

It only develops the ideology that breaking the law gets you a reward. Wanna make the streets safer? Treat drivers who use cell phones or are texting the same as impaired/drunken drivers. Lock 'em up, make 'em pay $500 to get their car back and then after conviction, ban the use of an auto for 1-2 years. I cant tell you how many dingdongs I see daily texting while driving. One moron had an iPad on his steering wheel while driving a van north on Rt 59.

If you don't understand why anyone would be here illegally, instead of pointing the finger, try counting yourself fortunate for never having to have been in a situation that caused you to consider entering another country without documentation. Sheer dumb luck of circumstance.
How can we as a country uphold human rights internationally when within our own borders we don't treat everyone here in a humane manner? Coming without papers is a civil offense, not a crime. No human being is "illegal". Do you consider someone who has gotten a speeding ticket an illegal driver? We need a complete overhaul of the immigration system that gives anyone willing to work here a path to citizenship. But in the meantime, this bill will make our roads safer and stop the inhumanity of jailing parents who are driving to work or driving their children to school for driving without a license. It's the right thing to do and everyone - except the racists and bigots - will benefit.

I've met several people that were in this country on a work visa. Granted they were not from Mexico, but I have seen a tv program that discussed the many Mexicans that cross legally and daily to work in border towns. I'm going to guess that they have work visas too.

Hey, MEXICO, send us your poor, uneducated, unskilled, sick people (mumps, measles, TB, chicken pox - all diseases that were once erradicated in the US, but are now back), and throw in some criminals to boot. Why don't these hard working "good" people stay in their country and fix it? Because Mexico is the most corrupt country in the world, from it's president all the waydown to the local dog catcher.

For those of you questioning about the black boxes in cars, they're there already & you probably don't know it. I remember reading about a bad accident & the police said they were going to pull the black box to find out the speed of the car when the accident happened. You might want to ask your dealer or mechanic if you have one. Frankly, I don't think it's a bad idea when I see those nuts passing me at a great rate of speed.

If the process was easy like this, 99% would show up immediatelly, pay all fees, fill out all paperwork and get clean. But right now we have a cap of about 5 thousand green cards a year (not citizenship just permant resident status) for unskilled workers (cookers, contractors, contruction, cleaning staff, etc) and we have about 11 million immigrants living in the shadows. So it would take about 2200 years to get them a greencard under current law.

It is that easy. Hell the State is going to make it very easy for illegal's to get a much not deserved license. The Government should push mass media and news reports that all illegals show up and fill out the paper work and complete full background checks. Upon showing up, a special permit is issued until the process is complete and when they pass , citizen process put through for citizenship. If one fails the background check , permit taken away and deported as well as the ones that refuse to show up and file the papers.

DoO, how can you think it's so easy to become legal? Getting a driver's license is a long way from being legal and from what I read, it only lasts 3 years at which point the immigrant will likely be deported, so what immigrant is going to even take the chance? There is no process to become legal as an illegal immigrant short of marrying a citizen (has to be proved as a true marriage) and then being separated from your spouse and children for months to years (sent back to their country of origin) while applying for a "waiver of inadmissibility" on the grounds that is is an extreme hardship on your citizen spouse to be separated. And the hardship on the kids doesn't count, by the way. Oh, and the immigrant has to have no criminal record and undergo a thorough background check and have paid taxes etc, etc. It is in no way easy!

Yes, we that are legal lucked out by being born in this country. We that are legal are free to abuse the welfare and medicaid system. That's OK, as long as you're in this country legally.
Why not separate the issue of illegal entry from the fraud that is required to bilk the government out of money by misrepresenting your need and qualifications? Also, the IRS freely gives illegal immigrants ITIN's (immigrants tax identification numbers) to pay taxes. Whether or not they choose to do so is again a separate issue from the act of illegally entering the country.
Yes, people who don't pay taxes and commit fraud to get undeserved government benefits should be stopped. That goes for citizens too!
The majority of illegal immigrants are killing themselves for the chance to work hard (at jobs that legal born citizens don't want to do) to improve the quality of life for themselves, their children, and their parents. The act of illegal entry itself, is not an immoral act, and is encouraged by an immigration system that is broken.

N. Korea is not our closest neighbor. As Mexico is our neighboring country, their problems become our problems, as with any neighbor you might have. If we don’t want immigrants fleeing their poor living conditions from next door to come here then we need to either help Mexico become a better place to live, or create an impermeable barrier.
We cannot depend on desperate people to refrain from trying to improve their lives because we would really rather they didn’t come here. As Americans we have to decide if we would rather be compassionate and help our neighbor, or build a better fence.
I vote for compassion.
And, yes there are houses for sale in my neighborhood. And my neighbors and great and friendly and offer help when they see their neighbor in need.

If I could, I would vote for getting a fence up VERY quickly. I wouldn't care if these 12 million were granted citizenship immediately (maybe with a fine or penalty). I DONT like the idea of them just walking across our border without regard for our law. There is a cost to your compassion and I for one and broke, the state of illinois is broke, and the country is heading off a fiscal cliff. It's nice to be compassionate but you have to come up with the cash too. Clearly Mexico is a huge problem for us especially when it comes to drugs and violence. Taking in Mexican citizens won't do a thing to fix that broken country.

It wasn’t compassion that made this state broke, it was corruption. And while there is something to be said about making sure that your own is taken care of before worrying about others, there comes a point when you “need” a second car, and someone you could help needs food or needs to not be killed by crime lords.

I think it’s funny that you have labeled me a liberal. I have voted for more republicans than democrats, but I will never vote the party line – I vote for the person and the issues they stand for, not for red or blue. I have never asked for help from the government and I think that way too many people do.
It is not OK to live on government handouts and not pay taxes, but I have yet to see any proof that that is what illegal immigrants do. Instead, they allow a widening of the middle class for citizens by acting as a new lower class there to do cheap manual labor, and then they are reviled for it (as with every influx of immigrants in our history). Illegal immigrants are actually great for our economy. And if you can prove to me that they aren’t, then I think that before America goes half way around the world to spend billions on wars we should fix the problems in our backyard.

Black boxes won't influence a persons driving behavior. I have heard they are already in all newer cars and have about 30 data points that are collected for after crash analysis. DoO, you write, "Don't like it, don't drive!" In the world we live in today, it's almost a necessity to drive. In practical terms, we all NEED to drive. what I'm waiting for is the black box that measures your miles driven and then taxes you on that. All I hear is how we should give compassion to the illegals. Well guess what we have starving, homeless men, women and children here who are not getting what some of the ones who are here illegally are getting. This country better wake up and start with charity right in their own back yards. I don't want to hear that it's not true because I see it everyday. While we are all on this page debating back & forth, our wonderful lawmakers in Washington are trying to decide whether to eliminate the tax deduction on our mortgages, or to decrease the $ amount. Do you know what really kills me. Retired law enforcement
fought for 40+ years to carry concealed weapons and were shot down time after time by the government. Not until a 9/11 occurred a law was passed for Law enforcement to carry concealed. So they were legal law abiding citizens and retired Law enforcement and had to fight and jump through hoops to carry. So you have illegal's here that sneak into the U.S and circumvent the system and they will get awarded with a license. If the illegal labor supply did not exist, employers would NEED (your word) to hire the "next cheapest" labor supply which would be legal citizens who pay taxes on their income. Emily, if you understood anything about economics, you wouldn't ask such a stupid question. Remove all illegal 'cheap' labor, and the remaining labor force would fill the jobs when the wages rose enough to attract them. BTW, I get all my landscaping done by a local company who employs NO illegals, and I pay way more than some of my neighbors who use illegal labor. Take some courses in economics and you may have a better grasp of the entire issue.

Ernie - I understand economics just fine. I was only using landscapers as an example (not saying they employ illegals) it's just a heavily mexican based employment. Therefore, most people assume they are illegal.
If you've read anything about the farmers who use migrant workers are forced to place ads 3 states wide offering the jobs to Americans first. Americans show up and leave for lunch and never return because "it's too hard". Why would they want to make $10 an hour doing labor when they can make $9 sitting on their butt all day at a desk job? People pay their employees what they can afford. The problem is even min wage isn't good enough for the white bred suburban kids.

When people talk about immigrants like my great-grandfather who came here to homestead, they talk about it like it was heroic: Risking health and braving the unknown to start a new life in a new place. But immigrants who come the U.S. now, many of whom live in fear and risk harassment (at the very least) send loads of money to take care of ailing parents or even extended families in their Old Country, are seen as the scurge of the earth (because Mexico is not as good of an Old Country as Poland?). Yet the risks they take and their motivation is, if not heroic, at least admirable.
If you want someone to blame, why not blame the businesses who prefer to risk petty fines for employing undocumented workers because the benefits of doing so far outweigh the potential problems? Everyone is complicit in the system of using/exploiting undocumented immigrants. Anyone who eats food (fruit/vegetable cultivation and slaughterhouses are known for hiring undocumented laborers, not to mention chain restaurants), shops at Walmart (notorious for using undocumented construction labor), stays in hotels, or walks on freshly mown grass and/or sidewalks, driveways, and parking lots cleared of snow is a willing participant in supporting undocumented labor. Unless you live off the grid in a commune, you have no right to complain because you're part of it.
So, do you really want to send "illegals" home and pay twice as much for your Taco Bell burrito? Those tomatoes ain't gonna pick themselves.

Emily you are misinformed in this field. I was a production manager who over saw quality control for a large manufacturer. ( all this before my job was outsourced, Thank You Bain Capital). American goods/manufacturing are second to none and superior to most. Everything from running the line to reading the prints, American workers can multitask like no other. The only reason they're outsourced is because they can pay a worker from India $2.00 a day or a Chinese worker .99 cents an hour.( they're considered of higher intelligence and that's the pay difference) The products you buy now are of lower quality and substandard but you're still paying the high price. ( corporate bonuses) When you here someone say they don't make things like they use to this is what they're talking about. Products are not made to last, we've become a world of cheap disposables. Which in the long run cost the consumer much more!
Not only are skills like this still taught in school, they're actively bringing many of the trades back and paid for courtesy of the companies looking to hire the students after they have finished schooling. There's a large ship builder in Michigan doing just this.
Everyone wants the cheapest of everything and it's costing us dearly. Everything from the environment to our economy is suffering. The only benefit is the bottom line to the company that pays no taxes and their share holders.

I've been reading articles in various publications that say there aren't enough skilled workers here. A number of small and mid-size manufacturing companies say that they can't fill jobs, no matter what wages they offer.
One article (I wish I could remember where I read it) blamed today's lack of skilled laborers on the Greatest Generation, who scrimped and saved to send their kids to college. Between the Boomers, Gen X, and Gen Y, we have people who would rather get one or more college degrees than learn a trade or work on a factory floor.
My junior high in the western suburbs used to have industrial arts and home ec back in the 1970s. Now, those classes have been replaced with Spanish. So, if kids want to learn how to makes plans build a piece of furniture and build it (safely), they probably have to watch Norm Abram on PBS.

WOW, with the response this is a big deal. Illegal or not the license does nothing to help driving skills. Now we need people in the testing facilities to be multi lingual. They always have people who speak different languages. Fact is, you don't need to read or speak English to get a license in this state. The written test is available in English, Spanish and Chinese. If you read a different language, then you schedule a session with an interrupter to read it to you.

It is just great that we will have the tests available in several languages and offer interpreters for those that can't speak or read English.
Could you please explain how these non-English speaking or reading illegals will cope with all the signs on our roads? Will we hire more interpreters to ride around in their cars and read the road signs for them?
If they can't take the test in English, then they should not be given a license to drive in America where all of our signs are in English. Common sense tells you that.

I'm beginning to think it might just be more economically viable to give illegal's free limo service at taxpayer's expense! No license, no plates, no insurance to deal with and they'd never get pulled over for DUI (Naperville has a dozen of these a week). Problem solved! No uninsured drivers to smash into municipal or state property, no need to defend "profiling" charges from the ACLU at taxpayer's expense. All you'd have to do is prove you're hear illegally and you get a free ride! No matter which route we take, it's going to cost us. Why not choose the lesser of the two evils? The administration has issued stays of deportation for 102,965 illegal immigrants under President Obama’s new non-deportation policy, officials announced Friday.
Another 157,151 applications are still under review under the policy, officially known as Deferred Action for Childhood Arrivals, which grants a tentative legal status to illegal immigrants who qualify — though it does not grant them a path to citizenship.
U.S. Citizenship and Immigration Services, the Homeland Security branch that administers the program, said 12,014 applications were rejected off the bat, while as many as 177,000 more applications are having their biometric data taken before entering the final review.
Mr. Obama announced the policy in June, saying he would no longer deport illegal immigrants who were brought to the U.S. as children as long as they haven’t committed any major crimes.
Mexicans make up the vast majority of applications, topping 70 percent of those submitted. Next highest is El Salvador with less than 5 percent. South Korea has the largest contingent from outside Latin America at less than 2 percent.

Which is worse a licensed drive or a non licensed drive.At least with a license you can get insurance,to cover the accidents...right now people's biggest fear is getting hit by a non licensed driver and not being covered...and the guy runs back to Mexico..At least if they are licensed you know who they are,able to be covered.and they pay taxes when they submit their license to a company for employment..

UN Owen3, the question should be how do these cars have license plates when you need to show proof of insurance when applying for plates? I've heard that people get insurance for 1 month just to get the plates & then cancel their insurance. Well, if that's the case, how come our good old folks in Springfield don't check further? Why do I & many others pay for the uninsured driver, when it's the law? People saying that if the illegals get a license now they'll be able to get insurance. What a joke!
